Robert Shelley

Founding Partner / CEO


Rob has been working as an executive in the Pharmaceutical, Pharmacy Benefits Management, and Pharmacy Benefit Consulting sector for more than 30 years. Rob’s passion is to advocate and help improve the overall competitive position of Leaf’s clients without sacrificing care, or access to services of members. 


His expertise includes a broad understanding of the entire health care landscape with a specialization in the pharmaceutical benefit industry.  Rob’s area of knowledge includes, drug manufacturer formulary rebate administration, recent specialty drug costs and utilization trends, PBM Evaluation and audit. He also specializes in the areas of PBM pricing, regulatory and health plan Medicare Part D compliance. 


Rob’s past accomplishments include successful management of billion-dollar PBM procurements and audits for leading employers, carriers, TPAs  and government entities. Rob was also invited to the White House on two separate occasions to discuss pending ACA legislation. 


Prior to creating Leaf Health, Rob has built and scaled pharmacy benefit advisory audit and advisory firms, led sales at a top 3 PBM and worked in pharma. 


Tiffany Shelley

Founding Partner / President


Tiffany has been working as an executive in the healthcare space for over 25 years.  Her expertise is broad and includes, Fully-insured and Self-Insured underwriting, Healthcare analytics, employer, TPA and physician based consultative work all focused on unique and cutting edge cost saving strategies.  


Prior to creating Leaf Health, Tiffany worked as a Vice President Consultant  for Marsh companies where she assisted employers with all of their healthcare benefits, compliance, reform, analytics, HR consulting, and health & wellness needs.  Prior to Marsh, Tiffany worked for UnitedHealth Group in a variety of roles for 16+ years including, Underwriting leader, VP of Analytics, & VP of Jumbo Accounts. 


During her tenure at United, Tiffany received significant recognition for her innovative  work, including the "Top 30 under 30" program where she worked with the United Senior Executive team evaluating M&A and new market investments.
